Planned SEO

I once took a project management class in college and discovered how significant proper project management truely is.  At first i thought it would be dreary but infact I found it applicable for not only professional life but personal life as well.  Project plan attributes such as scope, resources, stakeholders, milestones, timeline, charter and mission statement  players to keep a project highly defined and managemeable.  So surely these would come into play when designing an SEO plan right?  I think so.
